This deliverable requires the Board to develop the operating structure to support the new Institute with an initial focus on reporting, IT enablers, legal arrangements, and delegations across Finance, HR and contracts. We will need to consider what new centralised functions may need to be set up on day one, such as subsidiary governance and management and support for ministerial enquiries. The Board will also be running a bid process on where the head office for the Institute should be.

The Establishment Unit has been stood up and the Board has met to understand the requirements necessary to have the national institute ready for its 1 April 2020 start. A reporting framework has been established to ensure alignment with the overall Reform of Vocational Education (RoVE) programme, and that the RoVE Programme Board and Minister of Education are well informed of progress.
Requirements for technology, finance functions, human resources and administration support will be scoped to ensure that the new national institute is materially ready with a lean centralised team in place for a 1 April 2020 start.
As new staff are confirmed for the national institute, they may begin on flexible contracts to help ensure that the transition to Day One is a smooth process.
Handover to the new team will take place in anticipation of 1 April 2020.
The intent of the proposed legislation is for existing ITP employment contracts to transfer seamlessly and unchanged to their respective subsidiaries on 1 April 2020.
